A Police Clearance Certificate (also known as a Criminal Record Check) is an electronic document issued by the Exit-Entry Administration Bureau of Public Security Bureau (PSB) that indicates an applicant has no criminal convictions in the National Repository of Criminal Records maintained by the PSB.
A Police Clearance Certificate will disclose the name, date of birth, nationality, time in China and criminal convictions.
Who can apply China Police Clerance Certificate?
You can only apply for your own criminal record check. You can get someone else’s certificate only if you have their written authorization.
There is no online service or mail-in service for expats to obtain a China Police Clearance. You must visit the PSB in person.
Procedures for obtaining a Police Clearance Certificate
1. Apply for Request Letter on personal conduct investigation at Xi’an Notary Public Office.
2. Submit the Request Letter on Personal Conduct Investigation and required documents to Xi’an Exit-Entry Administration Bureau of Public Security Bureau.
Xi’an Exit-Entry Administration Bureau of Public Security Bureau checks whether the applicant has criminal records and issues the Xi’an Police Clearance Certificate/Non-Criminal Record Certificate.
3. Submit the Police Clearance Certificate to Xi’an Notary Public Office for notarization. Xi’an Notary Public issues the Notarial Certificate of Non-Criminal Record Check.

How long will it take to request a Chinese Police Certificate?
The Regular time for request a Chinese Police Clearance is about 2-3 weeks excluding mailing time.
What if you are unable to obtain a Police Certificate?
If a Chinese Criminal Record Check is truly unobtainable, then you should explain why in writing. The common reason includes you lived in Xi’an for less than 6 months, never registered for residence during your stay in Xi’an.

Get Xi’an Police Clearance Certificate Apostilled or Legalized

An apostille certificate is for documents you use in countries that are in the 1961 Hague Convention Treaty. A few countries such as Spain, Italy, etc. require that the Police Clearance Certificate be apostilled by China’s Ministry of foreign Affairs once it has been notarized by Notary Public.
For use in c countries that are not in the 1961 Hague Convention Treaty the Police Clearance Certificate must be legalized by their Embassy/Consulate in China following the Apostille.
