You may need a “China Criminal Records Checks” for school, work, residence or adoption. Go to the Public Security Bureau (PSB) where you live or last lived in China to request a Police Clearance Certificate, then get it notarized by a China Notary Public for use abroad.
PSB may need you to be there in person or authorize a third-party to present in person to request the Police Clerance Certificate. Unlike the Criminal Record Check in other countries divided into different levels including city, state and whole country, the Chinese Police Certificate issued by any city in China are issued in country level covering your record in whole country.
Procedures for applying for Police Clearance Certificate
1. Request Letter of Inquiry on Personal Conduct at Tianjin Notary Public Office.
2. Submit a Request Letter on personal conduct investigation and required documents to Tianjin Exit-Entry Administration Bureau of Public Security Bureau.
3. Tianjin Exit-Entry Administration Bureau of Public Security Bureau checks whether the applicant has criminal records and issues Tianjin Police Clearance Certificate/Non-Criminal Record Certificate.
4. Submit Tianjin Police Clearance Certificate to Tianjin Notary Public Office for notarization.
5. Tianjin Notary Public issues the Notarial Certificate of Criminal Record Check.
Required documents for Tianjin Non-Criminal Record
1. Scan copy of current and previous passport photo pages, the pages with China visa, the pages with Chinese residence permit and the pages with China exit & entry stamps.

3. Original letter of good conduct from your school/company stating that they were not informed that you had committed any criminal offences during your study / employment.

What if I can’t get a Chinese police clearance certificate?
You must submit a written affidavit in which you explain in detail why you could not obtain a police clearance certificate in China. Normally, reasons including resided in China for less than 6 months, forgot to register your residence upon arrival in China.

If you need to use your Police Certificate abroad, you may need either an Apostille or a non-Apostille legalization.
