How to get China Police Clearance Certificate in Hangzhou?

A Chinese Police Certificate is a certificate about whether you have a criminal record issued by the Public Security Bureau (PSB). Chinese Police Certificates are issued solely for purposes including visa applications, residence permits, school attendance, employment, or immigration.

According to the policy, foreigners who have stayed in China for six months or more are eligible to apply for the investigation of Criminal Record Certificate.

For use abroad, once you have obtained the police certificate from PSB, you will then need to make application to the notary office for a notarial certificate. The notarial certificate of China Police Certificate does not show the expiry date, only the issue date can be found. Some countries require the China Police Certificate to be issued within 6 months.

How to apply for Hangzhou Police Clearance Certificate?

1. Apply for Request Letter on personal conduct investigation at Hangzhou Notary Public Office.

2. Submit the Personal Conduct Investigation Request Letter and required documents to Hangzhou Public Security Bureau. Hangzhou Public Security Bureau checks whether the applicant has criminal records and issues Hangzhou Police Clearance Certificate/Non-Criminal Record Certificate.

3. Submit the Police Clearance Certificate to Hangzhou Notary Public Office for notarization. Hangzhou Notary Public issues the Notarial Certificate of Criminal Record Check.

If the applicant currently lives abroad, he/she can nominate the third party to apply for Hangzhou Police Certificate on his/her behalf with a Power of Attorney.

Required documents for Hangzhou Police Clearance Certificate

2. Scan copy of the temporary residence registration form (TRRF).

3. If you cannot submit documents in person, you need to provide a Power of Attorney (POA) to nominate a representative to apply for Police Clearance Certificate/Non-Criminal Record Certificate on your behalf. Sample of POA is as follows:

Processing time for applying for Hangzhou Police Certificate is 2-3 weeks excluding mailing time.

What if Hangzhou Police Clearance Certificate is unobtainable

If you have lived in Hangzhou for less than 6 months, or have never registered for residence in Hangzhou, you are unable to obtain Hangzhou Police Clearance Certificate. 

The destination authority will ask you to attach a written document stating that due to what reason, Chinese authorities cannot issue you the certificate.

Apostille or Legalization of Criminal Record Certificate

Many employers, universities and authorities abroad ask for an ‘apostilled’ or ‘legalised’ document of your criminal background check or stating no such criminal record exists.

Most countries such as the United States, Canada, Australia, New Zealand, etc. accept the basic Police Clearance Certificate/Non-Criminal Record Certificate issued by the Notary Public Office.

But a few countries such as Spain, Italy, France, etc. require that the Police Clearance Certificate be apostilled by China’s Ministry of Foreign Affairs (MFA).

Some non-Hague Convention Countries such as Maylssia, Thailand, UAE require that the Police Certificate be legalized by and their Embassies/Consulates in China following the apostille procedure.
