Who is eligible for Beijing Police Certificate/Non-Criminal Record Certificate?
Foreigners who worked, studied, or lived in Beijing with work visa, student visa or, family reunion visa for more than 6 months can apply for Beijing Police Certificate/Non-Criminal Record Certificate. Generally, foreigners with Z (work), X1 (study), or J1 (journalist) visa possessing residence permit who can live in Beijing for more than 6 months can apply for Beijing Police Clearance Certificate/Non-Criminal Record Certificate.

A police certificate is an official document issued by the police or government agency of a country to enumerate any criminal records that the applicant may have. Criminal records may include arrest, conviction, and possibly criminal proceedings.
At the end of 2019, Beijing’s government implement new policy on issuance of China Police Certificate to foreigners. Procedures of requesting Beijing Police Certificate are a little bit more complicated than before. Foreigners obtaining a work visa, student visa and immigration need to go to Public Security Bureau and Notary Public Office respectively to apply for Beijing Police Certificate.
The period of residence in Beijing covered by Beijing Police Clearance Certificate/Non-Criminal Background Check Certificate.
Beijing Police Certificate/Non-Criminal Record issued by Beijing Public Security Bureau (PSB) would cover the entire period of the applicant’s residence in Beijing.
China Police Certificate/Non-Criminal Record Certificate is issued by each municipal/provincial police station/Public Security Bureau (PSB) or Public Notary office. Each municipal/provincial department has jurisdiction over its territory only.
